OpenAI's ChatGPT breaches privacy rules, says Italian watchdog

Italy's data protection authority has told OpenAI that its artificial intelligence chatbot application ChatGPT breaches data protection rules, the watchdog said on Monday as it presses ahead with an investigation started last year. The authority, known as Garante, is one of the European Union's most proactive in assessing AI platform compliance with the bloc's data privacy regime. Last year it banned ChatGPT over alleged breaches of EU privacy rules. The service was subsequently reactivated after OpenAI addressed issues concerning, among other things, the right of users to decline to consent to its use of personal data to train its algorithms. At the time, the regulator said it would continue its investigations. It has since concluded that there are elements indicating one or more potential data privacy violations, it said in a statement without providing further detail. Apple to allow downloads outside App Store in EU, with new fees

Apple on Thursday outlined its plans to allow software developers to distribute their apps to users in the European Union outside of Apple's own App Store. The move is in response to a new EU law called the Digital Markets Act (DMA), which requires companies with more than 45 million monthly active users and a 75 billion-euro ($82 billion) market capitalization to, among other things, make their apps compatible with those of rivals and let users decide which apps to pre-install on their devices. Starting in March, developers will be able to offer alternative app stores on iPhones and opt out of using Apple's in-app payment system, which charges commissions of up to 30%. However, developers will still have to submit apps to Apple for review for cybersecurity risks and obvious fraud, and Apple will charge a "core Technology fee" to major app developers even if they do not use any of Apple's payment services. A pair of scientists at Google's artificial intelligence subsidiary DeepMind is in talks with investors to form an AI startup in Paris, Bloomberg News reported on Friday, citing people familiar with the conversations. Scientists Laurent Sifre and Karl Tuyls, who have already given notice to leave DeepMind, have held discussions with investors about a financing round that could raise over 200 million euros ($217.84 million), the report said. Google will invest $1 billion on building a data centre just outside of London, the US technology giant said on Thursday, in its latest investment in Britain as it meets growing demand for internet services in the region. The data centre , located on a 33-acre (13-hectare) site bought by Google in 2020, will be located in the town of Waltham Cross, about 15 miles north of central London, the Alphabet-owned company said in a statement. Uber is working with Tesla to promote use of electric vehicles by its drivers in the United States as it works towards becoming emission-free in US and Canadian cities by 2030, the ride-hailing platform told Reuters on Tuesday. Uber is offering its drivers exclusive purchase incentives of up to $2,000 for Tesla's Model 3 and Model Y, apart from existing federal tax credits. Redesigned Apple Watches not subject to import ban

A US law enforcement agency has determined that Apple can use a redesign to bypass an import ban on newer Apple Watch models stemming from its patent infringement dispute with Masimo, the medical-monitoring technology company said in a court filing on Monday. The import ban, issued by the US International Trade Commission (ITC), applies to Apple's current Series 9 and Ultra 2 watches and initially went into effect on Dec. 26. Apple convinced the US Court of Appeals for the Federal Circuit to pause the ban the next day, and has since resumed selling the watches as it contests the import ruling.
