EU lawmakers ratify political deal on AI rules

Two key groups of lawmakers at the European Parliament on Tuesday ratified a provisional agreement on landmark artificial intelligence rules ahead of a vote by the legislative assembly in April that will pave the way for the world's first legislation on the Technology . Called the AI Act, the new rules aim to set the guardrails for a technology used in a broad swathe of industries, ranging from banking to cars to electronic products and airlines, as well as for security and police purposes. The rules will also regulate foundation models or generative AI like the one built by Microsoft-backed OpenAI, which are AI systems trained on large sets of data, with the ability to learn from new data to perform various tasks. Europe within reach of landmark AI rules

Europe on Friday moved a step closer to adopting rules governing the use of artificial intelligence and AI models such as Microsoft-backed ChatGPT after EU countries endorsed a political deal reached in December. The rules, proposed by the European Commission three years ago, aim to set a global standard for a technology used in a vast swathe of industries from banking and retail to the car and airline sectors. OpenAI's ChatGPT breaches privacy rules, says Italian watchdog

Italy's data protection authority has told OpenAI that its artificial intelligence chatbot application ChatGPT breaches data protection rules, the watchdog said on Monday as it presses ahead with an investigation started last year. The authority, known as Garante, is one of the European Union's most proactive in assessing AI platform compliance with the bloc's data privacy regime. Last year it banned ChatGPT over alleged breaches of EU privacy rules. The service was subsequently reactivated after OpenAI addressed issues concerning, among other things, the right of users to decline to consent to its use of personal data to train its algorithms. At the time, the regulator said it would continue its investigations. It has since concluded that there are elements indicating one or more potential data privacy violations, it said in a statement without providing further detail. More talks required on AI rules French minister says

EU countries and lawmakers may have to meet for yet another round of talks to hammer out crucial details of rules for artificial intelligence even if they clinch a deal on Wednesday, French Digital Minister Jean-Noel Barrot said on Tuesday. Both sides and the European Commission, which drafted the rules two years ago, had been hoping that Wednesday's discussion would be the final one, following negotiations in June, July, September and October. However, Europe's hopes of rolling out the first-of-its-kind rules could be derailed by disagreements over whether AI can be used in biometric surveillance and over the use of AI systems such as foundation models exemplified by Microsoft-backed OpenAI. India warns Facebook, YouTube to enforce rules to deter deepfakes

India's government on Friday warned social media firms including Facebook and YouTube to repeatedly remind users that local laws prohibit them from posting deepfakes and content that spreads obscenity or misinformation, two sources told Reuters. The warning was conveyed by deputy IT minister Rajeev Chandrasekhar in a closed-door meeting where he said many companies had not updated their usage terms despite 2022 rules that prohibit content "harmful" to children, obscene or that "impersonates another person". EU's Breton to discuss AI rules with OpenAI CEO

BRUSSELS: EU industry chief Thierry Breton will meet OpenAI CEO Sam Altman in San Francisco next month to discuss how the company will implement the bloc's world-leading rules on artificial intelligence (AI), EU officials said on Tuesday. Breton will also discuss an AI pact with Altman with the goal of getting OpenAI to join a group of European and non-European companies to apply the AI rules ahead of their enforcement in 2026, the EU officials said, asking not to be named. Altman last week irked Breton after threatening to quit Europe if it becomes too hard to comply with the bloc's upcoming AI laws. In response, Breton, who devised the new rules, said they cannot be bargained. "Breton will discuss the practical aspects of the implementation of the AI Act.
